New Delhi: Day 3 of the Parliament Winter Session has begun. A breakthrough was achieved late Tuesday after an all-party meeting chaired by Speaker Om Birla resolved the impasse over the Opposition’s demand for discussion on the Special Intensive Revision (SIR) of electoral rolls.
In a meeting held in the Speaker’s chamber, floor leaders reached a consensus to end the standoff that had led to repeated adjournments over the first two days. Parliamentary Affairs Minister Kiren Rijiju announced that two key structured debates have now been formally scheduled:
December 8 (Monday, 12 noon): Discussion on the 150th anniversary of the national song ‘Vande Mataram’
December 9 (Tuesday, 12 noon): Discussion on electoral reforms, including issues linked directly or indirectly to SIR
Rijiju said that the government welcomed a broad debate on election processes and reforms, adding that SIR is an administrative matter handled independently by the Election Commission.
The Lok Sabha had seen three adjournments on Monday and similar disruptions on Tuesday, as the Opposition repeatedly pressed for an immediate discussion on SIR. The Rajya Sabha also witnessed a walkout by Opposition MPs yesterday over the same demand.
The INDI Alliance parties held a strategy meeting at 10:15 AM today in Parliament to coordinate their floor strategy for the day. On Tuesday, senior leaders, including Mallikarjun Kharge and Sonia Gandhi, joined a protest outside Parliament’s Makar Dwar, demanding a detailed discussion on SIR.
Parliamentary Affairs Minister Rijiju reiterated that while the government is open to discussing election reforms, SIR itself falls under the Election Commission’s administrative domain.
"If at all we have to discuss the Election Commission and its role, then we have to widen the scope, you can't just pick up a matter which is administrative in nature," he said. "Since the matter has been settled by coming into an agreement for discussion and the time and the date have been finalised, I look forward to a very constructive and engaging discussion," Rijiju added.

Parliament Winter Session LIVE: Minister of State (MoS) for Communications, Pemmasani Chandra Sekhar, on Wednesday, said that the Sanchar Saathi application is the only way to counter cyber fraud.
Speaking on the lines of Union Communication Minister Jyotiraditya Scindia's reply in the Parliament, Pemmasani Chandra Sekhar said that the app can be deleted from mobile phones. He added that the government is ready to re-examine the order if needed.
The MoS said, "I ask anyone who says it is a snooping app to please download the app. Take a look at it by yourself. There are only a few ways to prevent cyber fraud. This is, in my view, probably the only way. Whether it can mandatorily pre-install or not is a different story. The government and Scindia have just explained that we will re-examine that order. The goal of the app is to gather information from educated people and use it to help poor people and older people".

Parliament Winter Session LIVE: BJP MP Dinesh Sharma criticised the opposition for allegedly disrupting the proposed agenda of the winter parliamentary session, claiming that those protesting against issues such as CAA, electoral reforms, vote rigging and Waqf matters are acting with an unsettled mindset.
The BJP MP also alleged that the opposition carries a sense of revenge, stating that they create chaos and noise in Parliament and then walk out. “Those who protest about CAA, vote theft, Waqf and electoral reforms are of unsettled mind. Now that the government has set a date for electoral reforms debate, today they have come with another issue, and after this, they will come with a third issue. These are the misguided people from the Opposition with restless minds who should feel regret in their hearts for the defeat in Bihar, but there is such a sense of revenge in their minds that they create noise and commotion, and then run away...”.

Parliament Winter Session LIVE: BJP MP Giriraj Singh on Wednesday criticised the Opposition for their protest in Parliament, saying their actions are aimed at grabbing media attention as they have lost public support.
He added that outside the House, they speak against the Speaker, leaving them with nothing but disruptive tactics.
Speaking to reporters, Giriraj Singh said, "These people do such things only to attract media attention because the public has rejected them. Outside of Parliament, they speak against the Speaker; nothing is left for them except doing such things".
Parliament Winter Session LIVE: The Rajya Sabha on Wednesday erupted in a heated exchange of words between Congress MP Mallikarjun Kharge and the Chairman CP Radhakrishnan, after the Upper House agreed to hold a discussion on the renaming of Governor's residence to Lok Bhavan.
"Everything is connected to the subject, and that subject was examined in your (RS Chairman) office. After that only she (Dola Sen) spoke. The Leader of the house cannot interfere and say everything is unparliamentary, you delete. Leader is telling, Leader is bulldozing", Kharge told Chairman Radhakrishnan.
Questioning JP Nadda called for deleting anything unrelated to the discussion, Kharge asked the RS Chairman, “Do we not want to run (the House) according to parliamentary democracy? All the records, keep them intact, not a single word should be removed”. Nadda too replied to Kharge's accusation, asking Chairman Radhakrishnan, "I need your protection sir, I have never bulldozed, I have only said that whatever is related to the subject should be admitted and whatever is not related, you may please examine".

Parliament Winter Session LIVE: Prime Minister Narendra Modi met with the Bharatiya Janata Party (BJP) member of Parliament on Monday to discuss preparations for the upcoming 2026 elections. PM Modi also discussed the law and order in the state, saying that incidents of assault on MPs, such as on Khagen Murmu "must be highlighted effectively so that people understand the violence attributed to the TMC". There are a total of 12 MPs in Lok Sabha and 2 MPs from West Bengal.
PM Modi said that the current situation in the state requires clear communication and public outreach, and the party must strongly counter what is happening on the ground.
PM Modi has also asked the MPs to begin preparing detailed presentations and ensure full groundwork for upcoming political planning and mobilisation for the 2026 assembly elections in the state. The meeting of PM also comes amid the Trinamool Congress (TMC) launching a campaign to oppose the ongoing Special Intensive Revision (SIR) in the state.

He emphasised that the app only functions after registration and will not operate automatically simply because it is installed on a device. Scindia added that users are free to delete the app if they choose to, and reiterated that any necessary changes based on public feedback - will be implemented. He said the primary purpose of Sanchar Saathi is to protect users from fraud and enhance digital security.

Parliament Winter Session LIVE: Top leadership of the Congress party, including party President Mallikarjun Kharge, Legislative Party leader Sonia Gandhi, Leader of Opposition in Lok Sabha Rahul Gandhi, and MP Priyanka Gandhi attended the INDIA bloc protest on Wednesday against the 4 labour codes at Parliament premises.
Claiming that the four labour codes propagate "corporate jungle raj," the INDIA bloc MPs held up various banners, and a bigger banner reading "No to Corporate Jungle raj- Yes to labour justice".
As per the Industrial Relations Code, 2020, trade unions with 51 per cent membership get recognition as the Negotiating Union. According to the Centre, such an arrangement strengthens collective bargaining. The code also expanded the definition of a strike, including "mass casual leave also within its ambit", to prevent flash strikes and ensure lawful action.
Parliament Winter Session LIVE: Prime Minister Narendra Modi will meet all the Bharatiya Janata Party (BJP) MPs from West Bengal in Parliament on Wednesday, sources said.
This meeting comes ahead of the Parliamentary discussion on the Special Intensive Revision (SIR) of the electoral roll in 12 States and Union Territories, including West Bengal, on December 9.
Parliamentary Affairs Minister Kiren Rijiju, earlier, informed that during the All Party Meeting Chaired by Lok Sabha Speaker, it was decided to hold a discussion in Lok Sabha on the 150th Anniversary of the National Song 'Vande Mataram' on December 8 and a discussion on election reforms on December 9.
Chief Minister Mamata Banerjee-led Trinamool Congress (TMC) has been a staunch opponent of the SIR exercise in West Bengal. PM Modi's meeting with the MPs is also crucial as the state is set to undergo the Legislative Assembly elections in 2026.
West Bengal also came into discussion in the Parliament when a question regarding funds allocated under Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Animal Husbandry Development Fund (AHIDF) in the state was raised in the Question Hour in Lok Sabha.
While answering the question, Union Minister Rajiv Ranjan Singh (alias Lalan Singh) gave an overview of the funds. "If we want to make a Viksit Bharat, then every state needs to have development.
Until we develop every state, it cannot happen. Keeping that in mind, Prime Minister Narendra Modi has started the PMMSY to revolutionise the fishing industry across the country. But the sad thing is that West Bengal did not support this," the Union Minister told the House.
Meanwhile, as the Parliament session enters day 3, Finance Minister Nirmala Sitharaman is likely to move the Central Excise (Amendment) Bill, 2025, for consideration and passing in the Lok Sabha, as per the list of business.
The Bill aims to raise excise duties and cess on tobacco products, with an amendment to the Central Excise Act, 1944.
The Lok Sabha Secretary General will report a message from the Rajya Sabha regarding the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, which was passed in the Lower House on the first day of the Winter Session.
In the Rajya Sabha, Union Minister Bhupender Yadav is likely to move a statutory resolution that the Water (Prevention and Control of Pollution) Amendment Act, 2024, should be adopted in Manipur. The Parliament had enacted an Act for decriminalising and rationalising minor offences to further enhance trust-based governance for ease of living and doing business.

Parliament Winter Session LIVE: After the Centre agreed to discuss electoral reforms in Parliament, the INDIA bloc parties will protest against the new Labour Codes outside Parliament on Wednesday, Congress MP Manickam Tagore said.
Speaking to ANI, the Congress MP said, "From today, the Parliament will function in the morning, and we are going to protest outside the Parliament against the Labour Codes". Tagore has also submitted a notice for the adjournment of the business of the Lok Sabha, requesting a discussion on the Labour Codes.
The Centre announced that four Labour Codes - the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Health and Working Conditions Code, 2020 have been made effective from November 21, rationalising 29 existing labour laws.
While the Centre highlighted timely wages, the inclusion of women in night shifts, and social security for gig workers among several benefits of the Labour Codes, Congress and Left party leaders have opposed them, raising concerns.
Earlier, Kerala Congress leader K Muraleedharan described them as "anti-national", claiming that the labourers can form an organisation only if at least 10 per cent of its members are part of it. At the same time, Kerala Education and Labour Minister V Sivankutty has announced that the state government will not implement the four Labour Codes.

Parliament Winter Session LIVE: Union Parliamentary Affairs Minister Kiren Rijiju announced that an agreement has been reached with the opposition to resolve the ongoing deadlock in Parliament over the demand for discussion on Special Intensive Revision (SIR) of electoral rolls.
"Election Commission reform is a larger issue which is conducted by the Govt and discussed in the Parliament. Parliament makes laws. So, for bigger reforms in the Election Commission and Election process, Parliament takes up all the matters. SIR is an administrative matter which was decided by the Election Commission of India. That is why, I had stated that if at all we have to discuss about the Election Commission and its role, then we have to widen the scope, you can't just pick up a matter which is administrative in nature, conducted by the Election Commission of India without any direction or consultation from the Government," he said.

Social Security Coverage Rises to 64 % from 19% in 2014, India Now Second-Largest Provider Globally: Mansukh Mandaviya
Parliament Winter Session LIVE: India has expanded social security coverage from 19 per cent in 2014 to 64 per cent at present and now stands as the world's second-largest provider of social protection, Labour and Employment Minister Mansukh Mandaviya said on Wednesday.
Speaking at a Confederation of Indian Industry (CII) summit, Minister Mandaviya noted that 94 crore people in the country are currently covered under accident, health and pension benefits, placing India just behind China, which covers 107 crore people.
Addressing industry leaders on recently notified labour codes reforms and national workforce preparedness, Minister Mandaviya said the government is pursuing a big goal aligned with Prime Minister Narendra Modi's vision of making India a developed nation by 2047. Mandaviya criticised earlier regimes for lacking clarity and planning in their approach to development.
"We missed the train of development once, but under Modiji we have got a new one", he said, urging collective commitment from workers and industry to drive national progress. The minister underlined that India's labour laws, some dating back to 1925, had become outdated, hindering both industrial growth and workers' welfare. "There were 29 different labour laws across states, creating confusion rather than compliance". he said.
